The meeting was called to order at
7:05 p.m. by Olga Volkoff
GUESTS
At 7:05 pm the owner of one suite and her daughter arrived at the
meeting in order address the Council in regards to correspondence
received concerning their door left open in order to allow cooking odors
in the hallway. The owner presented the circumstances regarding this
matter and took her leave of the meeting. The owner was advised that a
written response would be forthcoming from the Council on their decision
in this matter.
AGENDA
A Motion was made to approve the Agenda as amended. Seconded. Carried
APPROVAL OF THE MINUTES
A Motion was made to approve the Minutes of the October 19, 2010
Strata council meeting as distributed. Seconded. CARRIED
FINANCES
A Motion was made to approve the financial statements for September and
October 2010 as distributed. Seconded. Carried.

Upgrades
Strata Council approved the quotations provided by Kerrisdale Electric
and Richmond’s Fitness Depot at the previous council meeting.
Richmond’s Fitness Depot issued a work order and the payment was
approved. Gerald advised that lead time on the equipment is between 2- 6
weeks. Once the product is arrived they will hold it for us until the
room is ready.
Jody of Kerrisdale Electric will be in touch with Norm before proceeding
with the electrical work.
Currently there is nothing further to report concerning the painting
quotations. No decision was made at this time.
Emergency Procedures

Energy conservation pilot
program – Important notice!

RE: ENERGY CONSERVATION PILOT PROGRAM
Save the Date – Tuesday, November 30, 7:00 pm
for an important Special General Meeting
The city is inviting us to be part of a pilot project to improve the
energy efficiency of the building and lower our overall costs.The
program will assist Strata Corporations in implementing systems to
reduce gas and electrical use and help the City meet its energy
conservation targets. Because of estimated savings in utility costs,
we will be able to finance the cost of the new systems through loans
rather than an assessment. The savings are expected to pay back the
loans within five to seven years, after which the savings will
reduce our ongoing expenses in perpetuity.
Mark Hartman advised that the City of Vancouver, BC Hydro and
Terasen Gas engaged (and will pay for) PRISM Engineering to analyse
the energy use in CityGate I and identify economic energy efficiency
upgrades, with a mandate to identify all upgrades that will have a
payback of less than 7 years.
The cost of the total package of upgrades, after likely government
and utility incentives, is estimated to be approximately $160,000.
The City of Vancouver is arranging with financial institutions to
provide loans to Stratas at attractive rates to cover this expense.
We must hold a Special General Meeting so that owners can vote on
whether or not to participate in this program, including making
arrangements for financing.
A Special General Meeting Notice containing all details will be sent
to all owners prior to the meeting. Owners are kindly encouraged to
attend the Special General Meeting in order to ensure a quorum is
achieved and so that they may offer their input on the above matter.

30, 2010.
Mechanical Maintenance
While on site Latham’s noted that two sump pits at the parkade and
one at the locker room have build up of sand, sediment/sludge and they
should be cleaned. Latham’s provided the council with their quotation,
however the property manager has been asked to obtain another quote in
order to ensure that the Strata are receiving the best service for a
reasonable price. The second quotation is still pending.
CORRESPONDENCE
Provided for Strata Council’s information was a letter sent by
Councillor Geoff Megs, City of Vancouver. He advised about an important
study the city is undertaking on Georgia and Dunsmuir Viaducts. The
Councillor will be invited at the next Council meeting to provide
further information concerning this study.
NEW BUSINESS
Plumbing repairs
The owner of one suite reported a water leak in her storage room on P1
Level. KC Plumbing attended the site and found that the 4” C1 drains in
P1 parking through the storage locker into garbage room need replacement
as soon as possible in order to stop the leak. The quotation provided by
the plumbing company was approved via e-mail and the repairs are in
progress.
Vancouver Public Space Network – Rooftop Access
The Vancouver Public Space Network (VPSN) has been invited to
participate in an international public art project this fall. For this
project, they need to access the highest point of elevation near the
installation site, so that they can photograph the project. They
requested permission to access the roof for a period of 2 hours, on
Sunday Nov 21st, from 10am - noon to photograph their project. Their
request has been denied by Council as they failed to provide further
information regarding the project.
Christmas Bonus
The Strata Council discussed the Christmas bonuses for the on site
staff and agreed to the same amounts as last year.
Schedule Next Meeting
The next Strata Council meeting is scheduled for December 6, 2010 at
7:00 p.m. There being no further business, the meeting was terminated at
8:35 p.m.
Please retain at least 24 months of Strata Council and General Meeting
minutes. Should you decide to sell or remortgage your suite, these minutes
will be required by the potential purchaser or lending institute. The
Property Management company has copies of the minutes however there would
be a charge for obtaining a copy of the minutes.
